There’s a video online of the timing. You see the white puff of smoke and Reversal appear from the Fierce SRK from Ryu, yet it still grabs them in its start up frames. Thus I can only assume you have 3 frames to hit it in and as such your timing would need to be robotic.
As someone mentioned before, Sagat’s Tiger Upper is slower and easier to beat out with Kick.
the way i time mine against ryu is by throwing an ex fireball in the air the following up by doing the demon flip grab when i know it will reach him after he bounces from the ex fireball trap.
Everytime it gets to that situation for me, I eat a wakeup SRK against shotos =\

Probably a timing issue. Resorting to the OS isn’t a bad idea itself either tho. But just for keeping pressure I would connect the OS to a decent block string. Just watch eating a mashed reversal when going for your link.
I’m pretty sure DF divekick will stuff all SRKs except for Akuma’s HP SRK and any EX’d SRKs. I’ve never had a Ryu beat it with a HP SRK, but maybe they’ve all been doing lights. Sagat’s uppercuts have a weird start-up and will always beat your DF divekick unless you time it just a frame or two late. The timing is too strict though, so I tend to whiff palms and punish uppercuts if I feel they’re aggressive enough.
Of course, DF divekick doesn’t stuff Cammy’s or Fei Long’s wake-ups either. Though I think the DF grab will beat Cammy and Sagat because their start-up is slower. I’ll have to test it out; it should at least help to put more pressure on Sagat.
That’s IF they SRK though. Safe jumping will just put you in the guessing game.
You can also do two HK DFs after a forward throw. I think you land out of grab range, but their wake-up will still whiff.
Cammy: You can also OS an HP SRK to stuff her wake-up.
Honda: No, headbutt beats divekick. I read though that OS SRK stuffs headbutt.
Blanka: I’m pretty sure lightning has beat my divekicks… but I’m not sure.
Guile: Also not sure, but it seems like it should. I’ll give them all a try tomorrow.

His lightning has between 5 (LP) and 10 (HP&EX) frames of startup where you can get him with DF kick.
So you’re timing was only a bit off.
Divekick, when spaced and timed properly, can beat out every headbutt, including EX.
Haha sleep deprivation has some profound effects on grammar.
Okay, so I tested them out:
Honda: Dive kick beats all headbutts, safe on ultra, but light sumo splash will beat it every time.
Blanka: Dive kick beats everything except EX upball. Sometimes safe to teleport on ultra, but I wouldn’t count on it.
Guile: Dive kick will not beat any flash kick.
Sagat: DF grab does not beat uppercut. I assume the same applies to Cammy.
I know i’ve stuffed flash kicks before with dive kick. Iffy spacing i’m sure, but meh.
As for the Tiger Uppercuts, You can beat it with DF throw, but the kick is much safer.
Against Sagat: Forward throw, dash once, crouching Strong then immediately go into Roundhouse Demonflip then throw. I got this setup off of Tokido.
