Igniz in KOF2k1 and Turbo arcade AI, against these two I just plain give up. Being so scrubby, I have no chance of beating them (well, I can usually beat one character in Turbo but that’s after tons of virtual coins).
If there’s a prize involved, I may consider recording a video for US ST. I’ve already 1CC’ed the arcade game before with claw on default settings and don’t think it’ll be too much trouble under “8-star, no rounds lost” conditions. Some luck is required but it’s all about knowing how to abuse the AI programming.

The X360 version on Expert level is up there with VF4:EVO.

US Super Turbo and any version of Hyper SF II are up there, but Mortal Kombat II take the biscuit for me.

I’m glad I’m not the only one that thinks this. Potemkin is fucking HARD, and it’s just weird because he’s like the only really hard character in the entire game, no one even comes close to being as difficult as him.

I’ve actually beaten Hyper Street Fighter on xbla without continuing. I actually could’ve done it without losing a round but I was fucking around on the second match and lost a round and didn’t think I was actually gonna make it all the way up to Dictator without losing, but I did and I ended up not losing a round the entire time.
And anyone that says 3rd Strike is hard probably just doesn’t understand how the AI works. I can beat the shit out of that game without even thinking about it and with almost any character. I’ve actually done it a few times getting double perfects the whole way through, including Gill. The only characters that cause me any trouble are stage 8 or 9 Akuma, Ryu, or Hugo. Q can be slightly bothersome with a few characters.
Now I don’t have a 360 so someone correct me if I’m wrong, but I don’t think Hyper SF II is on xbla.
SF II Turbo: Hyper Fighting is though, but that’s nowhere near as hard.

Cheapest A.I. would have to go to the XBLA port of Hyper Fighting…Jesus Christ almighty somewhere along the line of porting the game someone was giggling while cranking the A.I. intensity up several notches. Second would probably be MK2 or MK3 on their highest difficulties…the A.I. does nothing but block with psychic accuracy and abuse the same two or three moves and one or two combos over and over again to rape you.
As far as Super Turbo or Hyper goes, it isn’t that bad as M. Bison/Vega (or the usual shoto), and I know how to use him (even against Akuma). Though beating Akuma with no continues is very, very hard, since the Go Shoryuken takes away nearly half your health (the reason Akuma doesn’t have supers is because Capcom is trying to say something: Akuma doesn’t NEED supers to kick your ass!!).
Oh, and try fighting original SFII Blanka. You know that attack where he jumps onto you and bites you repeatedly? In SFII that attack takes away 75% or your health.
But Shin Akuma in SFA2 is worse than anyone else (including his ST self). I get my ass kicked repeatedly, and he usually pulls off a perfect victory in the process.

SFA2 is easy imo, just play chun and abuse Valle CC’s and you’ll win a lot. Only problem I have is they like to throw my ass a lot yet they like to counterpoke me if I ever risk anything.
No AI is hard if you ever bother to actually memorize how a character responds to a situation. 3s play Makoto and you’ll win easily, though shoto’s will DP your karakusa’s sometimes.
Worse one for me was probably SF2 Hyper Fighting … psychic dp’s and SPD’s galore.
