360, yes. 360 always has been region locked, unless the developer makes the game region free. One, No. XBO is region free with a catch. You’re not allowed to access the other regions storefronts. So. No DLC. From what I understand.
This sounds annoying and feels like a half ass attempt at appeasing those who like to import. Why can’t they just do what Sony does and let people make multiple accounts for other regions. There’s a handful of stuff I’d have never been able to buy if not for that.

Yeah, it’s from an article on 4gamer about Xrd’s development. The prototype was a movie that convinced everyone to go 3D for the game.

Also keep in mind ASW region locked the PS3 version of Persona Arena. That means the US had the ability to play the English version of Persona 9 months before England without resorting to buying a US PS3

The call was made by Atlus to do that though.
As was stated, that was a decision by Atlus and anyway, Atlus isn’t doing it again since they’ve announced that P4AU is region free.
Atlus region locked P4A to protect sales of the Japanese version.
This, JP version was more expensive than the NA version for some reason, and they didn’t want fans importing from the US.
Shoot Em Ups like Dodonpahci made by Cave arent region locked and can play on any regions xbox. Theres no reason to region lock stuff nowadays.
