I don’t get how SUC’s plan works. Is that a plan? Are they trying to frame that clan for blowing up their own head?
I find it funny in Kenichi that the only harems are for Ukita and Thor (and I guess Hermit). Kenichi only has Renka-- Miu barely gives a flying fuck about him, and the boxer might be gay.

I don’t think they’re trying to blame Sunwoo for the bomb, but moreso show them to be incompetent and completely inept at protecting their clan head.(Which I think the Mangaka has done more than a fine job of demonstrating)
I can’t fault them for not being able to protect a clan head that fucking stupid.

The police being involved is only part of the point. The main issue is that the Sunwoo clan have been shown to have been completely inept at protecting their gaju(him being an idiot or not). Also, the Sunwoo Clan was said to be among the most feared clans in all of the Murim, yet they get snuffed out by a bunch of punks wearing skeleton parkas and a few upper-mid level martial artists? The Sunwoo clan was in the process of restructuring, so a hit like this is a huge blow to them, barring whatever the fall out is from the bomb going off. What the SUC mustachioman was hoping to accomplish was eliminating Sunwoo as a major power in the Murim.
Also, with the bomb going off and the government attention, it’ll be next to impossible for the Sunwoo Clan to mount any kind of retaliation in force against the SUC
