gouken is banned until 2 requirements occur at GU

Gouken Master Siyko must give you written AND verbal permission to use him
Once said condition is met, a best out of 5 series must occur via Siyko Gouken V Mr Dash Gouken. If Mr Dash is the Victor he has full permission to use gouken in casual/tournament
if he loses the process starts over.
