You read that right. Capcom screwed up (again) with Cody and transposed two numbers on the “speed” settings for Cody’s badstone.
Normally with Cody’s badstone have 3 states “pickup - hold - release.” Pickup and hold are considered one move, and release is a different move that the game chooses based on how long you held down the button.
When you release the button it goes to the move data for that level of badstone. Now normally Cody’s badstone is performed 7F after you release the button and has a recovery time of 15F (light) 17F (Medium) 19F (Heavy) after the stone is thrown.
Level 2 and 3 of Heavy Badstone accidently swapped the speeds of the recovery and the startup animation being run. So instead of 7F startup 19F recovery you have 14F startup 9.5F recovery which rounded up to 10F!
So heavy level 2-3 badstone gain 7F startup (big wup since the moves are already like 50F startup normally. but you lose 10F on your recovery!)
You can combo level 2-3 HP Badstone into f-HK. All CUs, Ultra 1, far s.HK. This actually means that after a level 2 or 3 HP badstone your forward dash is basically 100% safe.
As a matter of fact, from a certain position at nearly half screen you can throw your badstone, forward dash (NOT fadc), c.LK and it will combo!
Gotta make a video of this. As long as your back isn’t actually to the wall (you need to be about 2 of the small training sqaures away from the edge) it is possible to throw a level 2 HP Badstone, forward dash, EX Ruffian (make sure to Kara-cancel it off of your s.HK) and it will combo.

Something to consider besides the massive hit advantage is also the halved recovery time makes it safer to chip people on wakeup. Some characters ultras/supers are still fast enough that the 17F recovery on a MP badstone even done to hit meaty can leave Cody vulnerable depending on the range. At 10F recovery time you don’t even need to be mid screen for most characters to be unable to ultra/super through the badstone.
Here are some moves that this option can not only negate, but potentially bait out:
Ibuki’s Ultra 2 - 9F startup (Totally safe to try and meaty her with a rock from anywhere now)
Ibuki EX Neck breaker - 15F startup, was already difficult for Ibuki to hit Cody if he throws a meaty MP rock)
Chun Li Ultra 1 - 7F startup (mostly safe, completely safe from around mid screen if the rock is thrown to be meaty.)
Balrog Ultra 1 - 11F (punches) 8F (kicks, can’t hit crouching) Basically safe now. Plus if he tries to do a headbutt you recover fast enough to easily punish it.
Adon - Ultra 1 - 12F Ultra 2 - 10F
Seth - Ultra 1 - 11F
Honda - Ultra 1 - 11F
Cammy - Ultra 1 - 10F
Dan - Ultra 1 - 10F
These are all things that typically could be/would be used to avoid chip and punish a fireball attempt that with even a LP Badstone could potentially hit Cody at some ranges during his recovery from a meaty badstone attempt. NONE of them work with this new tech, they are all too slow.

Found you can do Level 2 badstone - forward dash - ultra 2 from certain ranges, it increases the comboable potential as well as the effective range of ultra 2 by able 20-25%. The timing is pretty strict though, not as strict as like a max range f-MP (not counterhit) - ultra 2 but strict enuf. It is easier if the badstone is a counterhit obviously but it’s still possible even without a counterhit.
Also a completely useless but fun thing this opens up: against sagat you in the corner you can do badstone - forward jump LP and it will combo. Keep in mind you are doing the LP as an instant overhead so he recovers long before you land. It’s just a funny option.
Also impractical but funny is that if you catch the opponent neutral jumping you can do badstone - nj.HP and it will combo.

Couldn’t get EX Ruffian to connect when I tried it in training though…
You gotta make sure you aren’t full screen, you notice in the video I move slightly forward from full screen before I throw the rock. Also you need to plink HK and MK to kara cancel your EX Ruffian (if you look at my inputs you’ll see that it shows HK immediately followed by MK+HK when I input the EX Ruffian) that gives you about 1 small training square of extra range.
Also remember, it only works on level 2 and 3 badstone! Not level 1 or max level.
