gootecks used it on the evo stream, if i remember right it was vs. a sagat and he used armor to absorb the first hit of a ex tiger and canceled the dash before the second hit landed so as to use the ultra’s invincibility to get him past the second. twas extremly impressive.
Character balance reflects the politics of the times. ie. Back in 1992, Being a white, blonde haired american dude with gelled up hair was better than anything else. But now after the events of 9-11 and the Iraq War, Capcom makes Guile the worst character to reflect the new public sentiment toward american military men. Also, remember how Honda was low tier back in 92? Its because back then flabbiness was a big no-no . Nowa days however we are trying to be more accepting about body types and this is reflected by Honda moving up as a solid middle tier character.
Hopefully Capcom will address some balance issues in their release of SIV-2, but do they really want a balanced game? Then they could not secretly code our society’s value judgements into the tier listing of the game.

No. It was a standard focus dash. the commentators said it was an EX dash, but his super bar didn’t decrease. it was probably a focus backdash into Ultra with very strict timing and spacing.
It’s one thing to say that certain characters have differing options, and completely another to say that such game changing mechanics are entirely unavailable to certain characters.
As I said earlier, it’s akin to Capcom disallowing half the roster of Alpha 3 from using V-ism.
I wasn’t talking about how they have more ultra setups, just the fact that they have safe ultra attempts. An ultra attempt, which a DP FADC usually is, should not be safe when the DP is blocked and it should be possible to punish harshly.
The fact is that every character in the game and make use of FADC. Just because not everyone has the option of Ultra after the FADC doesn’t mean that the characters that do are overpowered. A lot of those characters that can’t FADC combo into ultra can combo into it by other means.

Anyway, I get what you’re saying, but I think a person HAVING to use 2 bars of EX to MAKE the dp safe is a very fair trade off. especially since they have to be in range for an opponent to block anyway. Imagine if the opponent back dashed at the right time causing Sagat or whichever DP character to whiff. They’d be left wide open which is the norm for all whiffed DPs. This is how the game balances.
You have to consider your opponents meter gauges to determine how you play. I keep my distance when a FADC ultra character is looking to land that DP even though I prefer the footsie game.
Actually, canceling the EX dash punch doesn’t require meter. A focus backdash would have been too slow (it was against an EX tiger shot, remember). See here.

the reason i don’t understand the benefit of that is because his startup has invincibility anyways, which is how I did it on accident in the same situation.
You can use it to get in and have more chances for the ultra actually hit if you “parry” a random laggy move.
