Except if we take what they say very literally then the statement they made means that this character has been around and thus had a chance to be in a SF game, but just hasn’t yet. It’s awkward to say “hasn’t been in a SF game” about a character that doesn’t exist yet. As far as the rest of your reasoning goes how does that apply to Cody, Guy, Yun, Makoto, and Yang?
It’s kinda silly to really put a lot of thought into this, so I’ll just throw out one.
Gene from God Hand would seem to be a very logical guess. Lots of people wanted him in Marvel 3. He makes a lot of sense.
A Scotsman’s nationality is British and there’s a few of them in Street Fighter. We need a Canadian or an Australian!

Generally speaking, Scots only are British by law. Most scots don’t identify as British despite the technicality. It’s sort of like the opposite of Puerto Rico where a lot (but certainly not all) PRs would like to be known as American as they are TECHNICALLY american by law. Scots prefer to be known as scottish rather than british in most cases.

Scots are a proud people and there is a lot of animosity between England and Scotland due to the slavery of scots occurring well into the 1800s. And let’s be honest, who holds a grudge longer than scot? (Only maybe an Arab lol… both of which I am)
No, I don’t think the statement implies the character had a chance to be in a SF game but hasn’t. It does imply he or she has been around. I believe the exact wording is “This is a character that has never been in a Street Fighter before. It’s going to be a brand new character.” None of this implies the character could have been. OTOH, it could imply the character is completely new. Either way, I do suspect the character will be a tease for another game.
My reasoning doesn’t apply to them. They were released quite some time ago. SFIV was a year old then and pretty fresh, but it will be five years when this DLC comes. The question “How does Capcom intend to make a strong profit from a half decade old game whose casual following has died?” simply doesn’t have the same force as “How does Capcom profit from a popular game that is one year old?” does. Capcom isn’t doing this for fans. It wants money, so if we want to figure it out, then we should ask who Capcom would expect to be most profitable. Even if my model is wrong (and there’s a good chance it is), this is the single most important question unless the character is brand new. In that case, there’s no hope in figuring it out.
For my part, I’m not guessing too hard until I have more information (such as new game leaks). I’m just certain none of the guesses really work well yet. God Hand’s got enough following that if they wanted to do a sequel, inserting him would serve as a good advert.

Copyright prevents an EX character, though Skullomania would be AMAZING… He also didn’t say a “Brand new character”, he said new to the SF series, so they’re likely going to reuse someone. Megaman universe character would be either OP or garbage. Resident Evil character aren’t likely either, but not to be ruled out.
I’m thinking Rival Schools. I just hope it’s not Batsu if it is. Demon Hyo? 
If not Rival Schools, a RE or MM character. They’ve got practically zero other games at this point, as Breath of Fire has been forgotten about, and I don’t think a Ghosts and Goblins character would work in SF.
Knowing Capcom, you can say they probably already have a 3D model and animations… I wouldn’t be surprised, but I would be disappointed if it were Haggar.
But then what? He’s going to be Gief with a pipe? That pipe would HAVE to be nerfed, or he’d be way the fuck OP… Jump back HP with that pipe would be like Rolento’s jump HP but with Dhalsim’s arm.

The crux of the argument was nationality and a Scotman’s nationality is British. I’m not here to debate nationality, but I’d like to see more nationalities outside of the British Isles and Western Europe. With Hugo, Abel, Dudley, Cammy and Vega (claw) that’s Germany, France, UK and Spain in the one game.
As I said give us a Canuck or Aussie, I will be a happy bunny.

I don’t see why people are tripping over the 5th character. We’re going to get to learn 5 new matchups regardless, with everyone knowing that Rolento is going to be the new Ken for the first few months anyways.
I doubt they’re going to make a COMPLETELY NEW CHARACTER. They just said it hasn’t been seen in an SF game before, with all Capcom’s games that could mean ANYTHING. Developing a new character with NO foundation? What idiot would do that? Yes, they might just use a Tekken model and re-design it for the game. But don’t you think they did that for… idk… EVERYONE ELSE?
You guys QQ about them being recycled, yet technically Ryu, Ken, Sakura & Akuma were just using the same foundation. Rufus had moves very similar to the twins, they just made him ugly. These 4 characters are NOT SHOTO, a Grappler, (Zangief vs Hugo? Yes pls.) a Rekka character (Plus it helps newbs, and Poison is fan service material), an unorthodox character in Elena (Not sure how she’s going to adapt.) and a character which everyone and their dog has been asking for, including when everyone shat their pants when they saw the mod before this update in Rolento (Online Ken v.2.0)
Make it a fan service character so people can play it for 5 minutes. Like the cameo characters from SFxT.
