I’ve actually seen a fan art of Rufus in Cammy’s outfit. Sadly is done by somebody with actual artistic talent making it even scarier. I will not post it because I don’t want to even look at it by searching it.

One of the hints we have is that the character hasn’t been featured in a fighting game before.
This excludes Haggar as he’s in Marvel 3 which is a fighter.

I’ve been reading Ono’s twitter and I get the feeling the fifth character maybe a new nationality like Canadian if that’s the case it would rule out Gouken’s daughter. Tom (Alex’s trainer could be possibly Canadian though unlikely).

My best bet is King Cobra or Karate Clown as Canadians!

I can not think of a game more closely related to Street Fighter than Final Fight canonically. Why would Haggar have been a surprise? They said they never appeared in a fighting game before though so that should dismiss his possibility.

I think Haggar’s already been ruled out and Final Fight. “Never appeared in a Fighting Game before” excludes the possibility, though Final Fight is technically not a beat 'em up, this probably excludes Final Fight due to Final Fight’s relation to Street Fighter.

It’s all semantics, definitely related to Street Fighter canonically, means Street Fighter franchise is my mind.
