Ok, here is the list of corner set ups against various characters. Under the circumstances that I’ve found, you need to land a axe kick or a throw. After doing this, do whatever I listed below and then a cross up HK. If they block it as a cross up, it will hit. These are not unblockables though so they will block if it they hold back even though the move crosses up.
Now I will only list one example for EX axe kick(I’m guessing this is the most likely to land in a match) because he has 3 different versions that lead to a hard knockdown and I think even DP, FADC, Axe kick has a different timing than landing a axe kick on a grounded opponent.
Another thing, just because I list one way to whiff a normal to time the jump in, it doesn’t mean there aren’t other ways. I’m just not willing to try every single possible way because that would take so much time. And it may be possible to do this with other versions of the axe kick rather than EX. Not because it’s not possible, but maybe none of his normals will give you the right timing for EX, but it may do so for MK or HK versions.

El Fuerte: whiff cr. HP

Cody: whiff cr. HP or st. HK(although cr. HP leaves you a bit closer)

Yes I realize there is a pattern here and I probably didn’t need to list the same move so often, but I was writing this down as I went through each character.
Axe kick:
Makoto: whiff cr. HP
Sakura: whiff st. HP
Oni: whiff st. HP
Gouken: whiff st. HP
Bison: whiff st. HP
Viper: whiff st. HP
Cammy: forward dash and whiff cr. LP
Guy: whiff cr . MK(or as Naga showed off, it works from HK axe kick with a double dash)
Hakan: whiff st. HP
Fei Long : forward dash and whiff cr. LP
T. Hawk: forward dash and whiff cr. MP
Interesting finds:
Juri: If you land EX axe kick, dash forward and whiff a cr. MP you won’t cross up her and can land a j. HK if she’s blocking it as a cross up.
Rufus: after a throw, pause and then whiff st. HP. This will cause your j. HK to not cross up but your j. MK will
Sagat: after a throw, whiff a cr. HP. This will cause your j. HK to not cross up but your j. MK will.
Chun Li: After a throw, whiff sweep and your j. HK won’t cross up
Viper: after throw, whiff a st. HK and you’ll cross up after a j. HK on hit, but won’t on block
Guy: same as Viper
Everybody else: after a throw Evil Ryu will not cross up every other character after a whiffed HK(except Chun Li, Viper, Guy). But at the range your at after a throw, people will think cross up.

What about Reversals?
I tried to reversal the throw set ups. It’s possible but very difficult, even with charge characters. The only one I could do it consistently with was Dee Jay of course.

What about dashes?
OS HK tatsu and HP/EX SRK will catch some but not all dashes

What about focus dashes?
Since it’s in the corner, there isn’t much room to dash away. So you can punish people trying to do this, but not every character. I know it won’t work against Makoto but I haven’t tested everybody. But for some characters with good dashes, it’ll be awkward. For example I couldn’t get Bison to focus the cross up HK in the throw set up.

How does this confuse my opponent?
You’re constantly putting them in a guessing game. You can hit them with a cross HK or a ambiguous one that looks like it will, but won’t. If they’re prepared for that, you can just do a regular cross up MK if they’re just holding back. This will work against almost everybody except really big characters like Seth and Sagat.
Unlike the dive kick set ups or other characters jump set ups where they whiff a normal, there are no visual cues to look for. You whiff the st. HK to set up the jump in, but they still have to guess whether you press MK or HK. It’s completely a 50/50 if they attempt to block it.
I purposely left out Seth, Dhalsim, and Guile because those 3 have unblockable set ups. So against every character in this game Evil Ryu has a pretty good set up to use in the corner. It’s pretty amazing how combining Ryu’s st. HK and Akuma’s j. HK could have resulted in this. That’s all I got for now. Hopefully somebody can put this stuff to use.
