I wonder if Majin 21 is actually Kid Buu after absorbing Android 21. I mean, is she really in the control of her body, or is just Kid Buu that absorbed her and acquired this form?

What are you talking about? #21 was already announced as a character months ago. Do you think they’re suddenly taking her out of the game and replacing her with this one? That wouldn’t make sense.
She was never shown as playable, just introduced as a npc. We have yet to get even a single screenshot of base 21 in a fight.
