Realistically no it wouldn’t.
Release the character and a patch that adds the character at the same time so those who don’t buy can play against those that do.
Oro, Alex, Urien.
Not sure who’d be most likely, or if it’ll even happen at any point, but if it happened, here’s who I’d like to see:
Rolento - Probably my #1 pick, I always liked his acrobatic style in CvS2. Between his knives, his normals, and all those crazy flips, nobody could make the screen his own like Rolento. He out-Vega’d late-model Vega in that department. An excellent combination of style and substance. TO VICTORY!
Karin - A much better “rekka” character than Fei Long, in my opinion (if only because poor Fei gets constantly shafted with questionable design decisions). Crazy stand fierce/roundhouse, neat juggles, jacks up both the schoolgirl quotient AND the aristocracy quotient. I woulda picked her for SSF4 over Adon, but whatever.
Juni and/or Juli - As variations on the Cammy theme, with most of the same normals and different specials. I always liked the basic Cammy template (even if the rest of her moveset was inconsistent from game to game), so I guess I’d like to see more crazy robot flipping with moves like the Yang dash and Earth Direct, etc.
Elena - Relatively unique female character with a “truer” capoeira style. Make sure to bring back her crazy kara throw so she can recapture most of her 3S glory as the ghetto 3S Chun.
Urien - This guy just friggin’ owned. Magnificent juggles and a wonderfully evil aesthetic. Aegis Reflector absolutely must return.
Q - Because he’s one of the weirdest characters left to select from 3S. He overlaps with pretty much no established niche (except maybe vaguely “charge rush punch character” with Balrog). He’s just got that deceptive, poetic rhythm of standing firm and plodding along until he gets those critical counterattacks to taunt, buff up, and then destroy his opponent. He’d look AMAZING as a 3D model, with all the crazy robot crap they could do with him.

Elena - a) Interesting moveset. b) I prefer the characters that look somewhat human. c) It wouldn’t hurt to actually have someone from the continent of Africa in the game, would it?
Yun/Yang - Very surprised they didn’t make it in. They were very popular, if I recall.
Alex - Is he too redundant with Abel? Is that why he never made it into SFIV?
Eagle - Honestly, I don’t remember too much about him. I just like it when they flesh out a good SF I design. (ditto with Adon, Gen. Not a fan of what Birdie brought to the alpha’s variety tho)

Sodom - my nominee for worst SF name ever (2nd place, Balrog), nothing to see here that isn’t in countless other chars
Hugo / Remy - SFIII teams way of putting Gief and Guile in, without putting them in.

Karin - wow, a white Sakura; more questionable schoolgirl fetish-crap. boring moveset
Geki- Ibuki + Vega already inhabit where hs fits in.
Retsu, Mike, Joe - utterly forgetable. Prove me wrong, Capcom!
R.Mika - Ugh. I can’t think of a small grappler Capcom has made that wasn’t annoying (looking at you, Feurte!)
Juni, Juli - Laziest char designs in the SF history!!!
Finally:
Necro, Twelve, Oro were all interesting characters, but cosmetically, I felt they were all too fantastical… I would not be sad if they end up in Darkstalkers instead. (yes, yes Blanka/Hakan, etc… yes, yes, why don’t I play KoF or VF instead… well, I did.)
Urien<333 It’s all I could ever ask from the capcom community, I don’t think they would do it though since he is technically “based” off seth. Also he wouldn’t be as good with one Aegis
Ingrid, Q, and Hugo.
Hugo isn’t much like Zangief at all except for having a SPD.
If I had to pick one, I dunno. Probably Elena. I just ercently got into playin gher and 3S; she’s lots of fun.
Hugo’d be cool too. Way different than Zangief.

Anyway, I’d like to see Twelve. I love Morph characters, such as Glacius.
I wish EX characters could be considered. I really want Doctrine Dark. Garuda would be nice, too (chip damage king!).

As for me, Urien.
It’s so hard to choose but if they did round up the roster to 40 then I think most people would agree it would be fair to have 2 from Alpha, 2 from 3s and a totally new character. (Of course it sort of isn’t fair since Alpha got people before us 3s lovers got any but whatever!!..)
Oro is a charge character so that’s always nice for people cause there isn’t really enough of them, plus his Super arts where all really cool and could have very cool stuff done to them in the form of Ultra’s, only thing would be which would be his super? I kinda of want to say that massive rock one but that would look soooo cool as an ultra.
Urien - again another charge and what with dhalsims semi Aegis I can see it working in a simler fashion with maybe a few tweaks, also what with ex moves and corner juggles I’m sure they could replecate some of his stuff. besides there is more to the character that you could see without all the juggles and unblockables
(Elena would obviously be a pretty big choice, as she seems to be popular with Ono and is a girl and 4 needs more girls, wouldn’t bother me if they put her in, but I’d love to see Oro and Urein first of course!)
Rolento seems pretty cool and Karin seems popular and I think they’ll be looking at popular more than what would be actually good. Also new fighter I agree with Krav maga, SF needs more fighting styles!

Karin and Rolento are my two top picks. I’d like to see Q get in too but I seriously doubt he will.
Karin and Elena. More nique fighters if possible. Always wanted Karin and GEn when they announce SF4 last year. Got Gen but no Karin. sigh.
I don’t know why Rolento had to get bumped in favor of Adon, so he should be the first DLC character out there.
