As for SFIII characters I want Oro, Hugo, and Alex.
Retsu and Eagle would be nice to see as well. I’m sure Retsu would fit into the Ryu/Gouken/Akuma storyline really well. Eagle and Dudley have a gentleman’s fight.

I would be happy with all the characters from Alpha 3 and Third Strike finally reunited. Yes, even those I hate or leave me indifferent like Twelve, Birdie, Sean or the Yun-Yang brothers. Just for completion.
However, speaking of what I would like to come first…
Elena, for she is beautiful, stylish, uses capoeira and is kenyan - that’s a nice variation. And her stage is already in, as some have rightly pointed out.
Rainbow Mika, because she uses joshi puroresu and is a blatant manifesto that every one of us has a chance (I mean, she’s in love with ZANGIEF… He’s my favorite, but well, not for his handsomeness for sure). Ok, classic use of the Ugly Guy Hot (would be) Wife clich, but a sweet add nonetheless. I would like one of her Ultra to be a Skytwister Press. Inhumanly done with multiple rotations, of course.
Alex: he’s the main character of III, after all. It would be a bit of an anticlimax to see his specials, though: Zangief has already a powerbomb, and 5 members of the present roster use the german suplex or a variation (Zangief, Claw, Guy, Guile, Cammy; and even Mika would) as a normal throw. I don’t mind if some of his moves were to be altered for this reason (maybe an half nelson suplex replacing the german? It would make him more “modern” as a wrestler), as long as he remains substantially the same of 3rd impact.
Oro, because he is very interesting as a character.
Also, just for a little aesthetic improvement (yes, I know it’s OT): give Zangief back all his old throws from SF2. Again, I don’t mind if they will end doing ridiculous damage as all other throws do; it’s just for variety. They could be executed adding a button to LK and LP: for example LK + LP + MP is the normal piledriver, LK + LP + MK the normal german suplex… Zangief is a wrestler and yet Guile has more normal throws than him.
I’d rather not see them overload the game with unnecessary characters, but I thought Urien would always be a good addition to the SF4 series. I’d also love to see Eagle, especially since he’s only been represented in a VS game. Hopefully the DLCs will be more focused on balancing than saturating the game with new content, though.
