Thanks for the various feedback on the problem. In regards to the stick, I suspected as much it would be an internal flaw. The shittier-than-zangief-smell part is that its a modded SE, so that’s a dead end.
As for the PC problem, after much perusal it seems that its linked to windows live being the problem, with AMD it seems. There were random fixes which seemed more machine-specific, so looks like I have to lurk for a fix.

He says there is an option for modifying voltage/memory timing, but I didn’t see any for my motherboard. Could that be MoBo specific or do all carry that option?

It could very well be mobo specific. Motherboards vary radically from one to the next in BIOS configuration capabilities. With that said, I can’t logically see how his fix would be the solution to this, but apparently it worked for him. Still doesn’t make too much sense to me.
What motherboard do you have? Even the cheaper ones should allow for voltage & memory timing configurations. Is your computer pre-made?
edit: If you have an ATI video card, try disabling Catalyst AI and parallel rendering.
edit 2: Nevermind, just saw that you have a 8800 GTS. Have you tried setting the in game option to fixed FPS? I’m sure you have, but just throwing it out there.
