This seems to be OFFICIAL GAMEPLAY FOOTAGE by the company that made it. It runs at about one frame per minute.
It’s got Steve Fox, Billy Kane, Kano+Sagat, Sub Zero and Kung Lao.

Looking at the game more closely: The game uses direct animation assets from SF4. Considering the other eerie similarities, I’m going to go on a whim and say this might actually be a very elaborate hack of SF4.
