I had my SFIV Round 2 TE in an extremely cold car and when i took it out the stick got tighter whereas it used to be slightly looser. It still is about a week later but it is also very cold in the room that I keep it. Am I confused or is it possible for cold weather to affect a stick?

Basic physics –
Lower temperature = slower molecular motion.
It’ll affect spring tension – the joystick will feel tighter – and possibly the lubricant grease used in the pivot joints of the joystick may get harder, too. I doubt it’ll dry out but still it won’t flow as well and the stick may feel “stickier” and less responsive.

Keep the joystick in a warmer room with heat if the way it feels now bugs you.
You should notice a definite difference.
