I think if you watch most high level Cammys, you will see that they don’t do shenanigans very often. From Kazunoko to KBrad to Cobelcog. The only one that seems to play this shenanigan-esque Cammy is Poongko. Most better SFV Cammys are winning in the neutral game (whiff punishes, spacing pokes, buffered pokes, conditioning, reactions to fireballs, etc). They aren’t winning with V-Skill and Hooligan.
Then once they get in, it’s frame traps and pressure. IMO, Cammy is the Cody of SFV, just with a much better neutral game. Unfortunately for SFIV Cody, Cody got absolutely outclassed by characters with a better footsie game or a great pressure/mix-up game. Cammy doesn’t suffer from the latter, but the former remains true. Cammy is going to have trouble against/do poorly against/have to work hard against characters who can contest her neutral game (Chun, Nash, Karin, etc).
We are having a different experience though I think. I beat players I’m better than and lose to players who are better than me. It feels very cut and dry, and I love that. I don’t have that feeling when I do lose that it’s the character or I got “scrubbed out” or the character I fought is ridiculous. If we are playing a serious set and I lose, I feel like I lost because he or she was better. I either got out neutral’d, went for a bad AA, my spacing was bad, etc.
All I can say is, if you aren’t enjoying playing her, try another character. You might surprise yourself. I found myself getting frustrated with Necalli during Beta 3, and knew I wasn’t sticking with him as a main. I stumbled upon Cammy, and immediately knew I could play this character for years. I haven’t even explored characters I want to learn because I am enjoying Cammy. One of these days I need to revisit Gief, take a look at Nash, maybe try out Karin. But right now, without a slew of bad matches (I think Bison, Chun, Nash and possibly Birdie or Karin edge her out, none of which are 4/6 out of her favor IMO, just slight 4.5/5.5), I am happy with her.
Only thing I think Cammy needs is an overhead or better hitstun on j. LK.
