I’unno. Chun can confirm off lights just like SF4 (including into super really easy). And according to Josh, Ryu can too. I’ve only used Chun so far. And it still does like 400 damage.

Also in sfv short short super is a thing like in 3s. So u can confirm off lights. (at least with ryu)
What Capcom is trying to avoid is comboing lights into mediums because they don’t want people fishing with light attacks and then confirming into bigger damage with medium or heavy normals afterwards. In the e3 build, which is what the beta is based off of, most characters are still able to confirm mediums and heavies off of lights ie. Chun cr.Jab, s.Strong, cr.Forward xx Legs or Cammy cr.Jabx2, cr.Strong xx Drill. However, several people have reported that the Gamescon build of the game has removed those light into medium links among other character changes (Nash nerfs, Bison buffs, etc…). You can still chain lights into specials and link lights into specials, such as Cammy cr.Short, cr.Jab xx Drill. If you want bigger damage then you need to land a Medium or Heavy normal starter but there’s more inherent risks with those. Combofiend kept mentioning at e3 that the direction of the game is meant to have people commit to their attacks.
It’s in beta phase anyways so I expect a lot of changes to be happening over the course of its development. Right now the balance to the game is extremely off and each new character they reveal seems to outdo the core roster in terms of tools and overall interest. Vega and Necalli are the only characters that can target combo into their V-Skill, which is pretty huge considering that allows for a consistent way to build V-Gauge. Necalli V-Gauge lasting the entire round is big, same with Vega’s V-Trigger being multi-purpose and combos into his Critical Art.

played a small bit of rising thunder yesterday and watched a fair bit more
they do some nice things with the character design, but the game is very… binary to me. you either do this because it’s the best option, or you can’t do that so you’re literally screwed (you’re on cooldown, your character doesn’t have it, you don’t have meter)
so jumping is universally the best option from sweep distance for a lot of characters some of the time (against chars with no anti-air), or the worst idea ever the other percentage. special that puts you at -1 into safe DP mixup is the best thing ever all the time if you have it, or you can’t do it at all. the lack of footsies buttons in the midrange basically means you have one button you can maybe press, or you can just jump because of course you should. the entirety of the important mixups are around “is he going to DP or not”, which is a binary choice without much depth or layers IMO. if the character doesn’t have a DP, you just run all your safe stuff until he dies.
i really wanted to like the game but i definitely don’t in its current state 
i hope they fix some stuff and maybe i’ll see what they’ve changed in 6 months, but i won’t be involved with it until then, sadly
at least it’s better than 3s and cvs2
