Eh, Shiro is known for playing Abel really defensively and making it work. I think he was experimenting around with Breathless a bit, but he was trying to win. Remember if he dashes after step kick, Ken can mash st.jab for (mostly) free, so I guess he just decided he wouldn’t do it most of the time. :\
