If you’re talking about amazingness that is Max Anarchy/Anarchy Reigns, Bayo is a noob killer, and the cult of Anarchy has long ago found worse characters and glitches for online, and a way to make every character even more ridiculous, Bayo hasn’t been a major problem since release now that people know how to counter act her and we figured out how not-so-good she is. Ninja Zero is the S tier in that game, and he’s one of the first you unlock.
Characters that are better than Bayo in that game: Zero, Fei Rin, Baron, Ai Rin, Durga, Rin Rin, Douglas, Oinkie(arguably).
Besides maybe Big Bull and Jack, everyone else can have a fairly even fight with her.
Which reminds me that haven’t played in like a week, gotta get back.
Anyway.
This game game is a little unbalanced anyway seeing as how ridiculous Brominator and Ash Brolliams are at the moment, not remarkably broken, but still.
I doubt it would be terribly hard to patch it, since it’s so simple and also on steam.
And pay to win what? This is a mainly co-op game, and everything dies in like one hit including the player.

I was thinking he carried his two revolvers and shot in two round bursts(a bullet from each gun)
Melee attack replaces the standard knife with nun-chuk.
Special has him tear off his suit and he has his kung-fu gear on, he lets out his battle cry and it forces all enemies currently on the screen to go into permanent the flee mode(currently caused by fire, missiles, and Bro Hards flash grenades), while he gets a few seconds where his gun is replaced with him doing far reaching rekka-type punches and kicks(and using your idea, it makes enemies fly back in a straight line like projectiles hurting anything behind them).
