Hitsugaya has a right and reason to talk shit, however you are basically asking the kubo to make him relevant and good even though 90% of the manga is neglected with waste potential.
He is no different than any other character in that respect. The thing is there is NO REASON he shouldn’t be godlike but Kubo is a terrible writer. That said, people being mad because he isn’t fucking shit up isn’t a reason to dislike the character otherwise let’s hate tityhime since she doesn’t fuck shit up.

Renji gets hate and it’s pretty deserved last I checked? He talks shit, he gets bopped. Continues to talk shit, continues to get bopped.(Isn’t he getting bopped right now after that cocky shittalking?) But Renji isn’t praised as some prodigy. No one’s hyping up this character. At least Renji got a W on the board though even if it’s just 1 so far after the Zero Squad powerup. At least that win wasn’t some BS counter win. He flat out figured out what made John Cena invincible and took out the real threat.
Why would someone hate Rukia? Did I miss that memo? I’m whatever on Byakuya. I personally haven’t liked dude since SS arc but curious to see what he brings after the powerup.

My only problem is people hate Hitsugaya yet love other characters for the same thing they hate Hitsu for which doesn’t make any sense. Either way Im hype because I love Hitsu. If anything I am still mad Ichigo got bodied after his powerup. Not just that but these elites are the same ones that got bodied by the RG yet they have all these dumb ass powers. Like seriously makes you wonder how they even managed to lose to RG in the first place
