Kinu from Kabuki Klash has a bird projectile. It goes up in strength the longer you hold it(d, u P) going from 1 bird, to 2, to 3, to a massive eagle.
Liza from Kaiser Knuckle has a bird as her teammate, she can use it as a projectile. (b, f P)
Kim Kaphwan and his son, Kim Jae Hoon, both have a super named “Ho-Ou Kyaku” which roughly means “Phoenix Flattener.” In Jae Hoon’s, the Phoenix is embodied and shows up as a massive flaming bird.

I think you are slightly confused about two characters. Tizoc, originally appeared in Mark of the Wolves. Narkoruru appeared originally in Samauri Showdown 5.
No, he just does a weird hand signal with three of his fingers, but no “flipping the bird” (Sol Badguy is the only one who I know that flips the bird)
