I think when you buy DLC, two licenses are issued. One of them is the account license, and the other is the console license. As long as one of the two is intact, the DLC will work. So DLC will always work on the console you bought it on. The account license requires that you be connected to XBL, however, in the case that your console license isn’t valid. I know all this because my shit kept red ringing so I kept having to get new consoles. Also I have a LOT of Rock Band DLC. Side note if you ever have to get a new console for whatever reason, you can use the license transfer tool to transfer all your console DLC licenses from your old console to your new one. It only works once per year though.
