Well idk if any Bat Embargo will be as harsh as it was in the JLU days, thus even though Katana is being used in Beware the Batman I wouldn’t leave her completely out of the question.
That is if they ever decided to go that route. I don’t know if they could just because how would you implement them? They can’t just be a part of Team Ollie, and on their own they may take away too much focus.
If I were writing, they wouldn’t be part of Team Ollie, they’d be a competitor, but not have too many episodes where they’re the focus. If it’s a 23-23 ep season, maybe, three or four, tops, but Canary would always be taking the spotlight to establish the Arrow/Canary relationship. Canary herself would show a bit more often - she has to.
Maybe they’ll ditch the Birds and bring Shado into the current time.
We still need to see Slade in his orange and blue glory as well.

Hopefully if Deathstroke does return they have enough in the budget now to update his costume. Nothing wrong with it, just they could do better. Also let him have some guns and the staff.
For Birds they could do Hawk and Dove, Lady Blackhawk, Starling (Hell the city is now Starling City why the fuck not), Lady Shiva (Probably not), Katana, Blue Beetle, Gypsy, Manhunter, and Huntress if she gets her shit together.
I think Black Canary, Lady Blackhawk and Starling could work well enough. Hawk and Dove would be cool though.
