Railgun S is exponentially better than Railgun original. Kuruko still needs to be shoved in a meat grinder, though.
But is it at least B-tier anime? I dropped that shit some time ago. Is it currently better than the midpoint of the first Railgun?
Railgun season 1 was half filler. When they were making it there was not enough source material at the time to make 24 episodes. So the first 12 episodes were actually canon and the other 12 episodes were non-canon filler that JC Staff made up. You can see the difference when reading the episode summaries.
Aside from episode 1 and a few bits here and there, season 2 has been all canon and exemplary for the franchise(Index and Railgun). If what you liked about Railgun is something other than what you could get from K-On or Lucky Star then season 2 is for you. Unfortunately that also means that season 2 is selling worse than expected. The filler and SoL of season 1 gave people the wrong impression of what the series is all about and catered to viewers who are showing their disloyalty now that we finally got to the meat…

I think Skullgirls would make a better anime, even if it would one,six minute episode of beautifully animated jiggling butts and tit slapping that ends abruptly with a promise to make more once the kickstarter funds it.
