A more informed class of voters. Because Citizenship is a privilege, not a right, the competency tests help weed out the complete idiots and morons. Also, if you have to work for the right to vote, you will be more likely to study the candidates in order to use your vote better. That which is free is valued little, but that which costs much is valued highly.

An easy way out of the draft for those who either have moral objections to fighting. Instead of becoming draft dodgers or fleeing the country or having your parents pull strings for you, you can simply opt out of the responsibility of a Citizen.

Those who already donāt vote (because of apathy or whatever) would have fewer responsibilities. They wouldnāt have to worry about being drafted, or spending time for jury duty.

Perhaps, in the old style of the citizen-militia, only Citizens would be allowed to own and carry military class weaponry and would receive training in its use when they become Citizens. This would prevent random morons from owning extremely dangerous weapons.

I have read the book.
I disagree with most everything in it, subtext included, if no allowance for satire.
Soldiers are willing to make the ultimate sacrifice in order to protect their fellow countrymen. Itās exclusive, yes, but the only prerequisite is YOU HAVE THE BALLS TO DIE FOR WHAT YOU BELIEVE IN.
BTW Iād rather have veterans who know the human cost of war rather than elites with no concept of sacrifice.
