I always thought Avalanche was low damage but atributed that to nearly always coming out in combos …
as Tenyardmike said, U1 does more damage then U2 when compared as a stand alone move. but U2 lets you raise your potential damage depending on how much meter you have.
example: your opponent uses a move that is -4 on block, that means you do not have enough time to just bust an ultra. so if you have the meter you could LK RJ FADC U2, thus raising the maximum amount of damage you could otherwise inflict(otherwise meaning: no ultra, or U1 stocked).
definition of damage output in this game may vary, but the way i look at it is the average Adon will most likly have 2 meters to use. so at any moment he can punish something with his fastest RJ into U2, therefore giving him the potential to deal more damage in multiple situations.
im not saying i prefer U2, just explaining how i think of “damage output” in regards to SF. and after reading this i suppose i could have said its raises his damage output in most situations, or something along those lines. but then again im not the “official terminologist” so it shouldnt really matter.
if Avalanche got a little bump to 450, I’d be pretty content. I know I’ve posted before that there have been so many matches where I land my ultra on an almost KO’d opponent just to have them still alive with a sliver of life left. Like really? come on…

The way I see it, you should think if the character will let U2 have many uses, not just “hey I can punish fireballs”.
Akuma has an air fireball that will make you hesitant to antiair if he spaces them well, akuma has demon flip trickery for that too. That reduces the usefullness of U2 as an antiair combo post HK JK.
Akuma has a teleport you can’t really OS (PPP) so crossing him up is most often useless, there goes another use of the ultra, post crossup ender.
You can use it to punish tech throw etc but again, he can just teleport from mixups.
That reduces the number of times you’ll land U2 drastically. Ryu doesn’t have these things. Ryu has to take crossups (despite the lame ass air flip reset thing) ryu is fucked if he jumps, etc. HK RJ also beats ryu non ex DPs, but not akumas, that’s another opportunity to land U2.
I’m not saying I’ll use U1 against kuma but I think these things weight in. Gouken is the matchup where I switched to U1 just because I do not land the U2 against him often due to the nature of the mixups in the matchup (and raping fireballs also helps).
