are you using some kind of router or just connecting directly to the ps3? i only play on xbox but it seems psn is sorta unstable no matter where you’re located… also are you running broadband internet? just gotta ask, they could be still on dial-up for all i know lol

All I can say is last time I looked at a map of cities with crap internet was in 2008 when I went to Manila in the Philippines. Manila was in the top 5 for crap networks.
I got 3 weeks left at work and this question tonight got me interested. So I picked up my phone and called some of my old co workers from Fort Shafter. From what I was told the fastest net speed via real world tests are around 4 megs there. So the total speed isnt an issue. I can’t imagine SF4 needing large data packets. All the game needs to do is send inputs thats it. However my guess is your ping is rather high just from being in a place so out of the blue. If you can do a test and have other friends speedtest.net and find out there average ping/latency.
My coworker was sent there for a few months and hated it. His suggestion was maybe try out various telecoms like Vietnam Post,SaiGon tourist cable,FPT Telecom etc. Never know everyone has a different backbone, path etc.
In short your not in much luck very small things you can do to fix it other than small minor things. If your pinging around 800 + nothing you can do other than hold up the ISP with a machine gun and make demands.
How ever forget SSF4 online. Your in the country of SEX.

i’ve pretty much given up already on online sf. probably wouldn’t even be happy with 2 bars anyway. i’m not really up to playing with any of the locals offline either. guess i gotta wait until i get back to the states.
yeah i’ve been here for a year and a half and i’m still enjoying my fair share of women 
even still, it’s surprising how quickly western commodities like clean, decent food and fast internet can be missed. the traffic sucks too.
